"Welcome back! We are delighted to be sponsoring the LGA Annual Conference’s Innovation Zone and look forward to finally catching up face to face with friends and colleagues over the next three days.
The sessions we are running over the next few days are designed to share insights and reflections from our current client and partner programmes – whether that’s in Norfolk where we are using big data and advanced analytics to drive an effective prevention agenda; our local and regional analysis of the implications of the forthcoming charging reforms; or our initial reflections on the Delivering Better Value in SEND programme.

Please pop by, say hello, and grab a coffee!"

'Spotlight on' session

Karl Lokko

Wednesday 29th June 12:25pm-1:10pm

Not to be missed, Karl is a former gang leader turned activist, poet, public speaker, adventurer and personal advisor to Prince Harry, Duke of Sussex.

Having grown up on the gang-ridden Myatts Field estate, Karl saw his first shooting at the age of 12 and went on to be shot at, stabbed, cut in the face and witness to his close friends’ murders. It wasn’t until the intervention of a Church-run anti-youth violence project that Karl was able to denounce his gang involvement and turn his life around.

Now a successful campaigner, Karl works to reform gang culture and fight for social justice.

Innovation Zone sessions

"Since we were last here, our focus hasn’t changed – we continue to work in partnership with local government to reimagine public services, in a way that guarantees to improve outcomes and reduce cost. However, I am proud that our programmes, both locally and nationally, have evolved in their breadth and scale. Our sessions are designed to share insights and reflections from our current client and partner programmes."

Preparing for the implementation of adult social care charging reform

Tuesday 28th June, 3:20pm-4:00pm

Rachael Shimmin - Chief Executive, Buckinghamshire County Council
Daniel Sperrin - Director, Newton Europe

The forthcoming reforms to the way in which people pay for their care will have a dramatic impact on local authorities, providers and service users, both operationally and financially. With many details about how these reforms will work in practice still to be confirmed, Newton has worked alongside the County Councils Network and a sector-wide Steering Group to bring new insight on the impact of the charging reforms, and to advise on practical ways in which these impacts can be mitigated.

This session will share the output of the work (which will be relevant to any local authority with responsibility for adult social care), an assessment tool which will help local authorities understand the impact for their council, and how other councils are thinking about how to implement the reforms. www.futureasc.com/reform

A resident-centred approach to adult social care: using big data and advanced analytics to drive an effective prevention agenda

Wednesday 29th June, 1:25pm-2:05pm

James Bullion - Executive Director, Adult Social Services, Norfolk County Council
Phil Mandeville - Director, Newton Europe

This session will explore how Norfolk County Council is combining innovative machine learning techniques, frontline expertise, and big data to create an intimate understanding of residents and service users. This is improving the council’s ability to connect communities and offer the right support at the right time. They are building a connected-data platform where machine learning can be used to automatically extract insight on evolving strengths and needs from case notes, allowing for the creation of advanced analytical models showing the level of risk different people face. This is enabling a more targeted and personalised place-based commissioning strategy, whilst also empowering practitioners and the voluntary sector to proactively support people before they reach crisis point.

This session will also explore how the council plans to track the benefit of any interventions so they can continuously learn and improve, whilst providing a solid evidence base for more effective future investments in the community.

Transforming care for older adults in Essex

"I think the programme’s biggest difference is its ambition. We haven’t had many programmes that work across systems like this. I think that’s the real uniqueness of the Connect programme and it keeps people at the heart of what it’s trying to do. It’s not just about efficiency, it’s about outcomes." Nick Presmeg, Executive Director for Adult Social Care, Essex County Council
"It is a really excellent example of a “win-win”, where the resident has a better life than they would have had and, at the same time, the financial burdens on the system are also relieved." Cllr John Spence, Cabinet Member for Adult Social Care and Health, Essex County Council
"Forward Thinking has given me an awareness to further explore avenues and strategies to promote independence, as well as enabling the service users to be heard to voice to their preferences and goals!" Social Care Assessor, Royal Borough of Greenwich Council

Who is Newton?

Newton works as partner to the public sector to design and deliver largescale, complex, transformation and improvement programmes.

As specialists in operational improvement, we work alongside local authorities, NHS Trusts and government departments to take an evidence-led and bottom-up approach to reimagine and redesign digitally-enabled public services. In doing so, we put 100% of our fees at risk to deliver programmes which have a measurable and sustainable impact on outcomes for people, staff engagement and finances.
